Cities brace for impact of state shortfall

A set of ill-conceived budget solutions has left California facing a projected $21-billion deficit by mid-2011, the state’s Legislative Analyst’s Office said Wednesday, alarming legislators and local officials who braced for what could be a dreadful winter of more spending cuts.

The fiscal projection came less than four months after lawmakers put the finishing touches on a plan to close an expected $60-billion revenue shortfall.
